Creating a More Connected, Accessible Downtown

Clark Dietz is pleased to be part of the dynamic final phase of the Complete Streets Loop in downtown Richmond, Indiana, a project designed to enhance connectivity across key districts and create a more pedestrian- and cyclist-friendly urban experience. Following the success of the first phase, completed in 2019, this next phase unites the entire loop, enabling seamless travel across downtown.

Phase II spans two main sections, each carefully designed to maximize accessibility and safety. Along Ft. Wayne Ave. and N E St. (from S 7th St. to S 10th St.), an 8-foot-wide brick paver cycle track now offers a designated path for cyclists, while new ADA-compliant sidewalks, curb ramps, and storm sewer updates enhance the south side’s infrastructure. Meanwhile, E Main St. (from S 7th St. to S 10th St.) is undergoing a full-depth pavement reconstruction and realignment, including a similar 8-foot-wide cycle track, ADA upgrades, and storm sewer improvements.

In addition to the structural upgrades, advanced traffic signal improvements add dedicated signal heads for cyclists and pedestrian APS pushbuttons, making the loop even more accessible. Clark Dietz has collaborated closely with utility providers to ensure smooth coordination in the limited right-of-way space, minimizing disruptions for local residents and businesses.

Clark Dietz’s role extends beyond design; our team is also overseeing inspection services throughout construction, ensuring every detail meets the high standards of the Complete Streets initiative. The E Main St. section is complete, and the Ft. Wayne Ave. & N E St. section is currently in ongoing construction. The project, funded at $4.75 million, is set for completion by spring 2025, promising a newly revitalized, fully connected downtown Richmond.
